Subcontracts in Workbench can be accessed either through the Jobs screen or through the Subcontracts List in the Site Map menu or through the Job Enquiry screen via Go To button. Selecting Subcontracts in the context menu on the Jobs list screen will bring you to the Subcontracts List page for that job.
