When selling Plant Issues to jobs, the pricing priority is determined as follows:

1. Price Code - Plant Item Rate (if there is one)

2. Price Code - Plant Item Markup Percent (if there is one)

3. Price Code - No Item or Activity (if there is one)

4. Plant Item Sell Rate
