Access to the various site map items (SMIs) is determined by licencing.
A user will have access to an SMI item if they have been allocated any of the specified Role or Module/Function licences.
If there is a Site licence indicated on an item, this must also be licenced for the item to be available for any user.
If there is a Permission indicated on an item, the user must also have that permission granted for the item to be available to the userthem.
